How can I build a Spanish Academy in USA?

Latinos are the largest minority group in USA right now.
Spain is being used more and more even in government departments.
At the same time, due to the number of Spanish speakers there, trained Spanish teachers are something that US have in excess right now. Lots of schools provide Spanish as their second language classes.
Unless they can’t find a Spanish teacher in US and proof it to Dept of Homeland security, they are not suppose to hire a person from outside US.
